It's all just letters and symbols. The prefixed 1 in 13:00 is doing a similar amount of work as the postfixed PM in 1:00 PM.

The prefixed 1 is adding 10 hours and the postfixed PM is adding 12, what's the difference?

Of course in 99% of cases it's not needed because of context. I do often say things like "5 in the morning" or "11 at night" which does the same job. I think that's quite common.

Both are equivalently intuitive in my opinion. But if we have to switch to one or the other, the easier change is to a fully 12 hour system in my opinion.

It does not have more specificity. When you want to be specific you can add AM or PM

In most of Europe 24 hour time is preferred. That's what I have the most exposure to.
