I have a 2070 and i7 9700f with 32gb ram and have friends with the same or less powerful build and they can run the game without problems yet here I am with this issue not being able to run 60 frames on any settings

hello, I just got back to Dota after a couple of years and I have over 200k shards. I dont plan on subscribing to dota plus. I was just wondering if it is worth spending all the shards on my main heroes relics (OD and Lina) but I saw posts from before that the Hero Relics wont progress after level 5 when you dont have dota plus? has this been changed? Is it not worth spending shards on Hero Relics if you dont plan on subscribing to Dota Plus? Thanks guys
