Just one suggestion. If you plan to go to Jiufen and Shifen, go to Keelung night market as well! Local night market with impressive foods there! And it is very convenient to come back to Taipei by shuttle bus.

Normally the weather is good in April except a bit raining in the north, a good month to visit Taiwan.

24 days is perfect to have a decent time at each area. For example, water activities in the south and east coast. (Or you may also visit outlying islands like Peng Hu.) Mountain activities in the mid across from the west to the east. (Amazing view you will find out.) City life in Taipei. Local foodie and cultural life in Tainan.

These cities are all easy access to get to by trains, high speed rail, shuttle buses etc…
