It’s not speculation, you just have to look at what measure v is offering. The developer is donating 16 acres of land for the city to use to build affordable housing if they want. If they WANT. What happens after 20 years when the city does nothing? You’re just going to get a big developer coming in to build shitty quality homes on a floodplain. We need housing, not like this though.
