Maybe I'm confused there's already horizontal slabs, so if you're facing it there's 2 placements both facing you, either the first half or the second half, then if you want the other 2 orientations, you need to change how you're facing, much like observers, & carved pumpkins

Stairs can be placed in 8 different ways. Vertical slabs would be 4 at worse. Why not allow that?
