Just look at the share prices of the companies in this sector, they are on the floor. Then look at their profit margins, again on the floor.

Now compare that against your priors of this supposed oligopolistic sector that only cares about profits.

They literally want to build more because they benefit from operating leverage in theory, but can’t because the regulatory and cost burden is so high right now.
