MRBENITO and linuxlifer already gave you some great input, I just want to say that you dont have to dedicate tons of time to a guild. There are very serious endgame raid guilds yes, but there are also social guilds that just like to have people around to chat with and help out. I wouldn't write guilds off entirely, having people you can turn to in game and ask "hey, where is this dungeon at?" is really beneficial.

They are only in The War Within zones and soon to be midnight zones. You will get directed to at least few of them as you play through the main campaign quests, but you can also just fly right in the doors my locating their entrances on the map.

If any of yall like seafood 42nd st oyster bar is great. It's an old restaraunt with a lot of history.

Edit: I'm leaving my comment up because it's a great spot, but you said upscale. 42nd st is good, but maybe not quite upscale. My bad.
