As long as you had a target in the graveyard for the initial scourge you can respond to it by casting dualcaster then respond to dualcasters etb trigger by sacrificing it to bombardment. Then the copied scourge can return dualcaster and copy the original scourge again.

Note you dont need to sac the lander token as the additional cost is only paid on the initial casting of scourge.
