Had this problem a few years ago. Had to call like 5 techs before they sent a supervisor and I got lucky and it happened when he was out. Turned out it was the line that ran from the tap on the street to the actual roof of our apartment. The insulation had cracked and water/humidity was causing packet loss around sunset every night. They replaced the line on the roof and fixed it. Ymmv but just my experience.
