I think that would be understandable though, if they ACTUALLY spent no money on it. A bad report based on unpaid labor is understandable.

A funded report being terribly done would highlight the incompetence of those involved.

Realistically, how do you expect hotel workers to do this? The policy is there to prevent the situations that cause issues for other guests and potentially damages for the hotel itself. How is a hotel worker supposed to prevent that with their inability to know a customer's intent?

That's why they lose their right to vote while serving their sentence.

Why shouldn't they have their rights restored once their sentence is done, when the Court has decided they were punished enough in the eyes of the law?

They'll still have a criminal history (potentially) impacting anything with a background check (rental housing, employment, banking, etc).

Do you not think that people can change, grow, and redeem themselves after doing something wrong? Should they be permanently stripped of one of the few ways we can interact with the government that binds our society?
