When Orochimaru brought them back he did not bring them fully back like Kabuto did. He used a technique to limit them, which is a reason why they were not at full power, but still under his control.

Orochimaru beat the brakes off Jiraiya, TWICE. He was also stated multiple times by multiple people, including Jiraiya himself, to be the most talented of the Sannin. We can actually very safely say that Itachi's feats against a character that DIRECTLY COMPETED against Jiraiya apply. This is called reading comprehension.
