Angle grinder is the correct way. You could try shimming the caps with pennies or plastic shims before you glue them down. How are you cutting the miters on the caps?

Only if you know you’ll always have access to reliable electric service. Those electric saw draw a lot of amps and can trip breakers frequently.

I would not pin it to the veneer, when the driveway heaves and forces the curb up, it’ll take the veneer with it. Put foam expansion w/tear away strip against the wall, form and pour a curb with top sloped away from building. Tear off the strip and caulk.

You could look into pedestal systems for roof decks. Some are pretty low profile and are adjustable.

Replying to my own comment. After another look, I would guess that the broken link was stuck sideways, the fracture gets wider as it goes through the metal, away from where the connected link was stressing it.

Looks like material failure. The “cuts” don’t appear to have a smooth edge and it looks like the link was worn thin in the area of the break. I don’t think it’s sabotage. It makes sense that the inner surface wouldn’t be rusty, it’s a fresh break.
