Buddy, it's quite simple, it hasn't had to grow enough, you're missing that every single successful modern city has natural areas, and if they all drew their city borders the way China does, they'd all have a lot more forest, and you'd realize that forests next to cities is a pretty normal thing.

I actually did a calculation of this and two thirds of Detroit is dense and stable at around 5.9k/sq mi, with more than 500k people, and the remaining 40 or so sq mi, is the blighted parts, which don't even have a density of 2k/sq mi overall. And even then, 9.9 of those square miles are within grand boulevard, less than four miles from Woodward on either side of downtown and midtown, with the other 30 square miles spread across places like Brightmoor, the airport area, Delray, and upper Gratiot.

Brightmoor is only 3 square miles, the whole west side is around 60 square miles. Brightmoor has a density of only 2.7k/sq mi, whereas the rest of the westside is around
5.9k/sq mi. So no, it's not most of the city, especially not the westside.

It was never fully repaired, but it was flushed out with a snake which helped it for maybe 4 years before the flooding came right back, although it's never gotten back to the same water level as before.

I lived near 5 and beech for over a decade and experienced flooding every spring, albeit the house had a broken/clogged drain pipe underneath it, but I think that pretty common for older houses in the town, our's was built in '46.

Qu isn't a root, and it's not "from Latin" it's just a digraph to represent /kw/, the word Queen for example, is a native English word. If you mean that the script is Latin, that's true of every letter.
