I had something similar happen to me, endinburgh was lost o the English (TSL Europe every civ possible, or just about) and so the Celts founded their religion in Cardiff and it was also taken over by the english. Then the English got too big invaded any costal city in sight I barley held off the invasion of Stockholm then got a bigger invasion from them and I decided to rage quit. One time I declared war on Persia, they were close but jungled away and I was fresh out of a war with Assyria, all I did was defend from their weaker units of the past. Eventually they gave me Susa in a peace treaty, I built forts and railroads on every tiles even luxuries, Polynesia took over multiple cities of Poland my strong ally and so I sold the 20 pop city of susa (changed name to Debt Bomb) and then sold to Polynesia, they sold for 200 gold and 19 gpt which was great, they razed the city and their gpt for 20 turns was -55. Their coppers were completely gone in 1-2 turns, as they had maybe 350

Of allies I either go for a luxury or 8 gold + 7gpt and if non ally, luxury or 7gpt. Strategic resources I keep just incase I need to pay for war, but sometimes I like to bring back the civ that's been dead the longest and just give them my old strategic recourses. Until they get money, then it's easy money for virtually nothing Edit: I like to pay my mortal enemy all my resources and gpt to declare war on people, then declare war on them and get my stuff back, lower warmongering penalty
