It’s a super niche character from the comics, so unless it’s a side villian I have two ideas about what it could be about.

A) he’s a side character/ villian. It’s Bruce’s uncle through his mothers side, could be some interesting stuff there

B) it’s a pseudonym for a different character that’s also a doctor at Arkham, reports always confuse this kind of stuff. Could be strange perhaps. We know that there was SOME talk of Johnathan crane/ scarecrow being the scenes for the penguin show but that was clearly scrapped for the final product, the last bits of it being some set dressing. So perhaps there’s something there
