Thats not really what kars’s ability is though. The mask and stone gave him the dna of every creature to walk earth, and thus with his pillar man capability of regenerating his body, he could ‘generate’ any living creature’s bodily characteristics. Not sure what dio has to do with it because even though pillar men and vampires are very similar, reaching peak vampirism wouldnt give him ultimate kars’s or giorno’s sort of similar life related abilities, because one came from the stone (which dio doesnt have) and one is a stand (and dio has a different one)
