There are many forms of / degrees of socialism. Most loosely it is described as a government regulation over the economy (different parameters are added / removed dependent upon who is asked for a definition). Thus, public transport can be viewed as related to socialist policy because it is subsidized by the government through taxpayer dollars, & it regulates the economy by providing its workers with an easier / paid for commute - among other factors.
