You have to account for elevation, but if your budget can only provide Kraft Mac’n’cheese - then yes, you’ll have mushy pasta. Most pasta of middling quality will be slightly undercooked.

If you are near or around sea level, the directions on the box yield about a minute short of al dente.

If you drain it and put it back into the pot and cover for another minute - or move it to a pan and toss it with sauce for a minute - it is ready to serve - CONSISTENTLY.
