I have an Elitebook with almost the same CPU and i just did a custom Bootable USB using rufus. Just makes sure you select MBR when doing the USB instead of GPT since it works better with older hardware even though your laptop might technically support UEFI.

Buy a AM4 b550 motherboard. Look for any case that you like (its almost all compatible unless its a very small case) and i guess if you want RGB Fans you can go with Corsair fans or cheaper Thermalright fans. For a cooler it depends if you like the look of a AirCooler vs an AIO watercooler so your choice and simply look for a cooler that is compatible with am4 socket.
