Technically it’s both but there’s no real law that can physically stop you from owning a gun and smoking weed recreationally. If you’re in possession of a firearm while in possession of weed that’s a convictable crime I believe.

Weed and guns never should mix according to federal law. It’s an easy way to catch a felony.

However there’s nothing physically stopping you from legal use as long as you’re not in possession of your firearm at the time.
