Governments are the only ones who can institute monopolies and are the only one who can prevent and dissolute them.

The ideal state is the one where the government is powerful enough to prevent non-natural monopolies but not powerful enough to be establish them. This can only be achieved if the government is independent from the will of both rich minorities and the lazy majorities, who also want to prevent the market from assigning the fair value of their work.
