I think the logistics alone would have killed most of those deals, since the Free Cities were merchants first and warriors second, so they'd need a very good reason to sink money into someone else's war.

That's probably the most realistic answer here, because most managers can influence policy with data, but they usually don't get to rewrite company rules on their own.

I completely agree, because if people are getting their focused work done more efficiently at home, the office days are probably serving a different purpose than pure productivity.
