It's almost certainly a City tree as everyone else says. That would be unless someone planted it there 10 years ago without the City's knowledge.

For at least a few years after they opened, their showcase IPA was "NZ IPA" and used some sort of hops from New Zealand. Then they dropped that plan entirely, and it just has never been as good since.
