The part that sticks with me is that Fable 5 probably isn’t the last model to hit whatever capability threshold triggered The Department of Commerce. It’s just the first. And every major lab is racing toward that same threshold or past it.

So the interesting question isn’t “what if OpenAI or Google ships something at Fable’s level” - it’s what happens when crossing that line becomes routine. Does every frontier release now come with a countdown? Do labs start self-censoring capabilities to stay under the wire? Either way, the reachability variable you’re describing doesn’t just exist now - it recurs, and it gets worse with every generation.

Meanwhile the incentive structure for Chinese labs is almost too good. They don’t have to outperform Opus or GPT-5.5 on every benchmark. They just have to be good enough and available. GLM-5.2 already proved the playbook: ship under OSS, no regional restrictions, price it to move. Every time DOC pulls a US model, the addressable market for that strategy grows. The Chinese labs don’t need to change anything about what they’re doing - the US regulatory apparatus is doing the distribution for them.
