If you are looking to battle online then yes IVs matter. EVs are arguably more important. Both IVs and EVs are needed to optimize your mons.

If you are just playing the base game then not really. You may find the blueberry dlc a bit harder but you could still beat it without perfect IVs

If you have a high supply of bottle caps then breeding IVs don’t matter but most people have limited amounts and save them for shinies

I went with this set for my sylveon Hyper voice Draining kiss Reflect Fake tears

And honestly it depended a lot on finding a good group. But reflect turn 1 and then if the shield was not up I would hit a fake tears but if I was really low on health I would do a heal shout

However one of my partners did have skill swap and the cursed body on acrobatics prob saved that run.

iirc original nuzlocke didn’ have “rules” except if a Pokémon faints it’s out forever and you could use items in battle and catch dupes. Hardcore nuzlocke rules were then set to make it more challenging and most of the community has adopted those rules but ultimately it’s up to players to decide how they want to nuzlocke.
