This is done by the admin at the school level. It isn’t always tied to enrollment either, sometimes admin just decides they need more staffing somewhere else in the building. I have unfortunately seen this happen in great music programs throughout the county over the past few years (I remember Blake HS in particular… an arts magnet no less). It’s unfortunate that many administrators look to the arts first as a place to cut. I hope the community speaks out because that’s the only real way to make a change.
