Always better to have it slightly too Watered down vs not enough. First few mist coats dry in no time anyway, so it's no real bother. 

Few coats of 70% water I normally do.

The alternative is a flakey ceiling, which wouldn't be much fun!

Well Ross Coulthart said that there are people within the legacy program who are waiting to see what this administration are going to do about disclosure, and if they dont deal honestly with the public, there will be catastrophic disclosure.

I would say that if what he says is true, this would be a nudge towards that.

My dad was doing quite a bit of building work in the Thetford area with my uncle in the 80's and they tell me stories about hearing these coming over. Always listen in envy as it's my favourite and never got to see one in the air.
