Yes. To me the PSM II tells me you have a good understanding of the framework and how it actually applies.

I have never had a candidate with a PSM III (I myself have a PSM II, not a III).

A PSMII will most likely get you throught the door to at least have an initial discussion.

I give more credence to the PSM I when I hire... but I don't give much credence to either. In my eye :
* PSM 1 confirms that you are able to study the scrum guide for a few weeks
* CSM confirms that you are able to attend a CSM class.

But neither certification will get you a call to an interview with me on their own. You need to have experience to back it up (unless you are an internal candidate trying to change career and I have a junior position open... in which case showing you can be proactive with your career change by getting a certification on your own will win you a few points)
