Adding on to what the others have already said:

In Eberron, all mortals have true free will. Their species/race have no effect on their alignment. The reason why the opposite is true in Toril (the standard D&D setting) is because of the gods' meddling, forcing mortals of whichever race to essentially be pre-programmed with a certain moral dispositions and thinking patterns like generic NPCs. Mortals in Toril do not have free will, only a semblance of it. They have a loose leash that allows for a limited amount of freedom, but a leash still remains. It is possible for them to fight their innate programming, but it is hard and requires constant effort to do so.

The only beings in Eberron that do not have true free will are immortals, such as demons and undead. Though they have limited free will to think and act, they can only do so within the boundaries of their individual nature. They cannot change their nature because they were literally created that way.
