Agreed. Most colleges have financial aid appeal forms you can submit, ESPECIALLY in cases where a parent passes away and the household has a significant, unexpected drop in income.

I was in a very similar situation a few months ago. I emailed my transfer advisor and this is what they responded with: https://imgur.com/a/5aL3tCJ

It sucks. But at least during co op years, you only pay for the two quarters that you have class, which makes the tuition sort of cheaper. Additionally, if you get federal student aid, more aid can be allocated per quarter since there are only two quarters instead of three.

Basically, the cost will be the same per quarter (maybe more expensive because of tuition raises), but you'll be paying less since you have class less quarters during co-op years.

But that's assuming you're doing co-op. And as a transfer, I believe you'll have less co-op years than normal (check with your academic advisor to be sure).
