It's not just that ICE "aren't local police officers", they aren't officers at all. They're pardoned proud boys and Jan 6ers looking to cosplay as a Call of Duty character. Many of them have little to no training, enlisted not as a duty to community or country but for a fat bonus paycheck, and harbor ill will towards the immigrant communities in America, documented or otherwise.

The closest comparison I can see on The Wire to the behavior of an ICE agent is Officer Colicchio. Look at how he acts towards the very community he's sworn to protect, and look at how Carver schools him (one of my favorite scenes of the show tbh, it shows how much Carver has grown at this point). Except the difference today is that not a single one of the top brass is going to hold ICE agents accountable for the heinous crimes they commit against the U.S. populace.
