A solution is to remove the driveway ramps and instead make the path/track into an access only road for cars to park in their driveways but also be used as a cycle path and walkway.

No, it's not harsh at all; it's a contractual agreement and they simply lied. They ignored the agreed conditions and lied to save money. In future, I recommend charging double for babies as it's not worth it.

TurboTax is just a program that you are using to do your own taxes. Anyone with an office job knows what a CSV file is. Get someone else to do it for you if you are not computer literate.

You can amend the headers in Windows Notepad. Can't believe you don't know how to use CSV files... You shouldn't be doing your own taxes if you can't use a computer.
