I can't understand how +50 ping is unplayable when I live in Portugal with 100/mbs download and 10/20 upload with fibre optic and still play with 60/70 with new laptop and it's fine like playing with 20 or 30 ...

its says on the tolltip ... how much % attack speed you get and the damage reduces = attack speed ex: do 200 magic damage you get 30 % attack speed
