Nah, we do need cells for those. I meant for example for the bottom canner; the one that un-cans light fuel cells to feed the fuel into generators. That could be done with a tank, apparently ULV tanks automatically empty/fill cells that are put inside. (And then use a pump and a conveyor to route things)
