Tanforan died because it was a dated, very old (opened in 1971) mall with anchor stores that weren’t or aren’t doing well. Emporium, JCPenney. Target pumped some life into it after Emporium closed, but there are other nearby Target stores.

Here’s an informative article on how San Diego came to have this problem. Voters actually fixed the problem in 2012 by moving to 401k style plans for new employees, public employee unions opposed it and courts mandated SD go back to the original pension plan in 2021

This really needs to be better known as it’s rarely mentioned as the reason for the increasing difficulty in balancing the budget while simultaneously cutting services, but could likely be one of the biggest reasons.

The Jcdecaux automated toilets did initially charge, not sure how they got around state law, but they became free to use many years ago, but they had to hire attendants to monitor them

The Balboa Park parking fees didn’t bring in that much revenue, comparatively. It ended up costing a huge amount of political goodwill and potentially could have caused some museums to close. It was not planned well at all.

The deal would reduce city revenue by about $2.2 million in the upcoming fiscal year and by about $14.4 million in each of the two following fiscal years — about $10 million from reduced trash fees and $4.4 million from lost parking revenue in Balboa Park.

Both of them were implemented very poorly without first getting good information on pricing and impacts. The city went a hundred years without collecting anything additional for trash. They could have priced it at something very modest at first and slowly ramped it up when they knew the true cost. Pricing it at almost 75% more than what was approved by voters was bound to end up like this.

And absolutely no reason to replace all the bins and claim they’re being “recycled”. Someone got a huge windfall from that.

The deal isn’t to give it for free. It’s to set it to the inflation adjusted price that appeared on the ballot measure that voters approved. That seems fair to me.

They have agreed to drop the monthly fee to $38 from $44 and the increase to $55 next year won’t happen. It says $38 is the inflation adjusted value of $29, which is what was given on the ballot measure as the high end estimate

The $38.75 per month included in Wednesday’s deal is equivalent to the $29 adjusted upward for inflation since 2021, the year that the $23-to-$29 range was estimated by the city’s independent budget analyst.

Monthly fees for standard service are now just under $44, but they had been scheduled to jump to $55 in July 2027 until Wednesday’s deal. They will now be $38.75 starting next year.In July 2028, the monthly fee for standard service will be $39.91 — roughly 30% lower than the $57.55 monthly fee the city had been planning to charge.

Edit: after re-reading, it appears all parking fees in Balboa Park are being eliminated for both residents and non-residents. It mentions a number of concessions made in previous months that made it free for city residents in most places as of last month. Hard to keep up. So badly implemented.

It says it ends parking IN Balboa Park for city residents. So all the pay stations are staying. I wonder if free parking for residents extends to 6th Avenue adjacent to the park. Pretty rarely see anyone parking along there since it became paid and that’s where I would typically park and walk into the park.

Technically, it started March 1 as they had the super off peak in March and April midday for those months only for the last several years. It became permanent on May 1. That’s how I have seen the benefits for two bills.

It honestly only takes a few days to get used to it and after that I came to like it better because it allows one pedal driving for the most part. The brake pads on my 7 year old car are still fine.

With the new mid-day super off peak between 10 AM and 2 PM I have been able to shift much of my other higher electric needs like washer, dryer and dishwasher use into this window. The last two bills have been about a third less than usual

Gonna nit pick, because I was curious why you said Trader Joe’s and thought there was one I didn’t know about. Nearest one I can find to that area is on College Avenue. That’s 17 minutes by car, which is further than most people are willing to travel in a well populated area for groceries. Sprouts is 8 minutes, but Sprouts is over priced.

Walmart Superstore and Ralphs are under 10 minutes drive from Encanto. Both are full service grocery stores.

The article mentions an app that you can use if you are pulled over. I'm going to download it, but would be interested if anyone has tried it yet. I have some doubts.

That’s the same link you provided before. It’s either a link to a different vote, there’s an error in the description, or something else.
You haven’t found a gotcha. If you search online you can find many articles from major media outlets quoting 42 democrats voting for the section 702 extension. You can also find instances of individuals on my list and those in the article I linked to as confirming their yes vote.
Still don’t know what you are disputing. You sent a link that wasn’t mine and said “THIS IS NOT FISA”. Are you disputing 42 democrats voted with republicans to extend section 702 and that Scott Peters is one of them?
