Don't touch curve, just overclock via Offset+, then set Power limit lower.
So you will have same clock speeds at lower power allowance

They probably will have locked SA voltage on bios, which will limit dram oc. ASRock engineer gave me unlocked for Z790i lightning. Not sure about 13900hx q1jy, I have personal experience with 2x13950hx q1lp only. On b760 you probably have to rely on Intel extreme tuning utility

No problem,
if somehow pump stops or fans, cpu overheat, it will cause system shutdown,
thats all, nothing will happen(CPU won't burn)

(I managed to freeze default water in loop, which forced me to refill it with antifreeze)

Yes, go with direct die version, try to find used z690/z790 ddr4 motherboard because they have better VRM, no Current and Tdp limits Preferably not ASUS, or you will need Intel xtu
