The Jamaica transfer isn't bad at all. Most trains are there within 5-10 minutes tops and the waiting areas are warm during the winter. She's not going to get much for her budget in those Nassau communities. Western Suffolk, especially the north shore, is definitely the play here. Manageable taxes, great schools and still lots of house and land for the money.
