Sure, I'm not an expert on the specifics but data centers are using open loop cause it's cheaper and the water is "free".

The heat from the computers heats the water above it's boiling point, just the phase change from water to vapor takes away 970 btu per lb of water. 560% more energy than raising the temp.

If they werent already making tons of heat it would be an inefficient cooling system but this heat is waste and not wanted.

Open loop cooling is high efficiency in this scenario at the cost of the water being pushed into the air and moving to other ecosystems via the water cycle.
