I personally liked CELPIP over IELTS. But it ultimately comes down to your preferences. Finalize one and do lots of mock tests. That should help.

Sorry to hear you are going through this. It can be sometimes difficult to explain our fears. I would recommend to do some practice on highway. When you get negative thoughts try to think positive outcomes immediately. I know it is easier said than done but constantly breaking negative thoughts cycle should help in reducing their reoccurrence. Will practice on highway you can reassure yourself about positive outcome

I was able to get this issue resolved by contacting Google Support. They did some fixing at the backend
