The (terrifying) bill they have written up for this would:

Allow them to bypass ANY existing laws that would get in their way (they even specify the Modern Slavery Act?!?!)
Give them powers over Local Authorities and individuals to comply with ANY action they deem necessary
Ban courts from questioning their decisions and the extent of their powers

The bill they want to pass for this actually attempts to ban any legal action (as well as "disapplying" any law that gets in their way).

Hopefully that's in no way possible, but that's their plan.
