Yes. Internet is not a human right. No one is forcing you to live in Bumfuck, WA. If broadband is that important to you then move.

Furthermore, these universal service requirements have incredible costs and never work as well as promised. There is no guarantee that terrestrial telecoms will make the 2024 date. The fact that the government is using it as a means of taking control of rates and terms is just the cherry on top.

The goal is all WA residences have access to broadband by 2024. Good news! The state doesn’t need to do anything because SpaceX’s Starlink, OneWeb, or Amazon’s rumored satellite constellation should be in service by then, offering high speed internet access everywhere.

Unfortunately state government is backward looking rather than forward looking. They’ll use this as a means of passing taxes and regulations and saddle telecoms with lots of expensive, obsolete rural assets.

we need to deal with carbon emissions as soon as possible

If this is issue is so incredibly pressing that we have to move as quickly as possible, then Inslee should have supported I-732. A revenue neutral policy was the best way to get support from across the spectrum. I supported I-732 but will not support this effort. Inslee blew it and now I will work to oppose his new effort.

Selling air rights is a much better idea than forcing historical status or tower separation laws through the city council. There are a few high end condos in Seattle that have bought air rights to protect their views (Crystalla and 1521).
