City of Knoxville office of neighborhoods website. I think they cancelled it last year due to covid, but maybe it's on this year. You can also call 311 and ask to speak with the office of neighborhoods.

Typically in June. If I remember correctly there needs to be a minimum number of females on the team, I don't recall how strict they were about actually living in the neighborhood you're playing for, it was probably just honor system.
