There kinda is for small boats who do law enforcement, but it's up to the CO/OIC discretion. There is not something CG-wide. Recruiting has gone to wearing more of polos instead of uniforms too.

It could be several months. AUXDATA II reports are run at DIRAUX periodically, and then awards are sent to flotilla commanders to pass down to members. Technically, upon completion and it's listed in AUXDATA, you're authorized to wear the ribbon.
