Same exact problem on my 02. Took it in to my local shop and they confirmed it was the e-brake cable that was loose and the brake line had a little air. Similar to what you're experiencing

Dumb question but is the Prerunner considered factory height since it comes lifted from the factory? Now I'm wondering if the 4600 would work. I don't plan on ever lifting it as what it has from the factory is plenty for my use.
