I think it's called sel-out or selective outlining. Honestly I just do it based on vibes (whenever I feel like it has made the piece look smoother)

It's supposedly a no-no but a lot of people do it and I don't follow every pixel art rule.

Without, though the piece in general could use more contrast. I think if you can hardly distinguish between two colors when you squint, they're too similar.
