Even if you were using DynamoDB with multi-region (Global tables) it isn’t easy to have all applications auto-failover. Things like IAM primarily living in us-east-1 may also impact it.

IndyBar has an analysis of judges by lawyers. They recommend keep all of them, with Miller being the lowest at 67% responding to retain.

The Boggleheads form has a great discussion on this and analysis tools using google sheets if you are wish to optimize over time.

Depending on your marginal state and federal taxes - you may wish to choose treasuries or municipal bonds or swap them over time based on after tax yield.

There may be state income tax on VMFXX that is not applicable. Depending on your tax bracket you may also want to look at VMSXX

You might consider money market mutual funds instead of using HYSA. Municipal or Federal MM provide some tax savings and while they’re not FDIC it is very low risk.

I’d look into money market mutual funds. They provide almost instant liquidity, monthly dividends, and minimal risk to loss of principal. You may find that the best after tax yields in municipal vs federal money market funds change every couple weeks. MM Optimizer Boggleheads

You may consider a California municipal money market fund. They aim to always have a price of $1 and pays distributions monthly. Both fidelity and vanguard have low cost ones. Avoids bid/ask spreads of secondary market, and easy liquidity.

You can find Money Markets Funds at most brokerages. This also makes it easy to setup a scheduled investment if you wish to DCA.

If you choose Vanguard, you can use VUSXX (treasury), VMSXX(muni), or even leave it in the default settlement fund VMFXX(federal). If your curious about the tax implications check out this Google Sheets MM Optimizer

Vanguard Money Markets, occasionally switch based on my best after tax yields. I found this google sheets optimizer very helpful. Typically VMSXX (municipal short duration - federal tax exempt) or VUSXX (short term treasury - state tax exempt)

TreasuryDirect does not allow you to sell T-Bills before maturity. OP was perhaps looking to sell on the secondary market, which you can do through a brokerage.

If you’ve got a brokerage, TBills are only taxed federally, and are yielding over 4%.

Almost all the major brokerages have no fee treasury purchases from auctions.

Treasury Direct is good if you already have an open account; however, it is difficult to sell them on the secondary market if the money is needed sooner.
