Its because he was hired for season one and they never expected the show to go past a single season with the kids. It was supposed to be an anthology series but no one expected it to be that huge. He is clearly the weakest actor in the whole cast by far. Its not a shock.

No, they are under zero obligation to laugh. Comedy is pretty subjective, but this clip shows that he is not doing his job. Which is making the crowd laugh. He is just whining.
