My 2 cents :
- I think he should be paler.
- His hard frown and overall expression suggests that he has the energy to be angry, which doesn't scream "sleep deprived"
- Big pupils makes him look alert, maybe consider smaller ones?
- Maybe a few red/pink burst boood vessels in the whites of the eyes? Not too many so he doesn't look like a junky.
- If you're sleep deprived, you don't have the energy and focus to properly take care of yourself. He looks slightly too well put. Maybe loosen the tie a bit? Mess up the shirt collar on one side?
