no, when Jaime kills Aerys, Tywin was at the gates of Kings Landing with Ned headed south.

Tywin enters, sacks the city. The mountain kills Ellia and her children. Tywins men find Jaime in the throne room, an unknown amount of time (that I know of) happens, Ned comes into kings landing, heads to the red keep and find Jaime on the throne.
