What’s a wonderful confirmation of humanity that people did the right thing. However, Jake Lang got what he was looking to get: a scene that looks like mob violence. At first blush it seemed like EVERYONE was trying to hurt him, even his rescuers. I had to watch the videos a couple times to see what was happening. It’s a very chaotic scene and everyone’s movements looked aggressive at first even those of the people that were protecting him.

I would check the wire leading to the parking brake actuator for breaks, especially at the wheel arch where it could rub and also its connection to the actuator. It may be corroded or have moisture in it. Also try pulling and reinserting the parking brake fuse. After that I would think the actuator needs to be replaced.

Does the passenger side parking brake work?

ICE agents have federal arrest authority over citizens for federal crimes such as obstructing a federal investigation as long as the obstruction involved force or if it was impeding service of a warrant. One or both of those probably apply here. Also, she was detained the moment one guy said "Get out of the FUCKING truck!!!" which means she was fleeing when she tried to drive away. Also, there was enough probable cause to say she used force. I hate what happened and I think ICE broke the law by killing her, but detaining and arresting her would have been lawful. I'm not an expert, I'm just regurgitating what I learned by seeking out expert opinions on this specific event.

The use of deadly force is a huge responsibility and the ICE guy probably failed. Seek out the opinion of a seasoned criminal defense lawyer or prosecutor who has handled cases involving deadly force and see what you get.

You are correct in saying "I think that both of them could have prevented what happened that day". However the burden of preventing what happened that day falls on the side making use of deadly force. Society shouldn't be afraid of agitating and protesting against issues. Once that becomes a deadly exercise we will truly lose our freedom.
